The Rule of Thirds is a guideline for composition which breaks down an image into 9 parts. This enables you to place your key elements of your composition and that the composition is more balanced and the viewers will be more interacted with it naturally.
In this image the head of the subject has purposely been placed on one of the intersecting points- especially when his eyes which are a natural point of focus for a portrait. His tie and flower also take up a secondary point of interest.
